Ethanol Turned Farmland Into Gold as Rural Wealth Gap Widens
A new study finds federal biofuel mandates boosted Corn Belt land values by up to 70%, reshaping farm ownership and rural wealth.
A study published on May 29, 2026, found that the Renewable Fuel Standard (RFS), enacted in 2005 and expanded in 2007, significantly increased farmland values across the U.S. Corn Belt, benefiting landowners while raising concerns about rural inequality and access to land for new farmers. The findings matter because they reveal how a federal energy policy transformed agricultural wealth, investment patterns and land ownership dynamics far beyond its original goal of promoting renewable fuels.
A newly released economic analysis suggests the Renewable Fuel Standard may be one of the most influential agricultural land policies in modern U.S. history. According to researchers, the federal biofuel mandate triggered a substantial transfer of wealth to Midwest landowners, driving farmland appreciation and reshaping the economics of farming across key corn-producing states.
The study, titled "Biofuel Growth: The Unintended Effects of the Ethanol Boom on Farmland Values," was authored by Hoanh Le of South Dakota State University and Oscar Galvez-Soriano of the University of Chicago. Their research examined how the expansion of ethanol production affected farmland markets over two decades.
Researchers found that counties with highly productive corn acreage experienced farmland value increases ranging from approximately $1,147 to $1,362 per acre following the implementation of the RFS. That represents roughly a 44% increase compared to pre-ethanol boom levels.
The impact was even greater in the most productive agricultural regions. In some counties, farmland values climbed by nearly 70%, with gains accelerating after 2012 as ethanol blending mandates expanded and biofuel production reached peak levels.
The study found that the effects intensified over time. While the influence of the RFS was relatively modest during its early years, farmland appreciation became increasingly pronounced by 2012 and remained strong through 2022.
According to the researchers, the RFS generated one of the largest wealth transfers ever associated with a U.S. agricultural policy.
The process unfolded in two stages. Initially, rising corn prices increased farm profitability, and those gains became capitalized into farmland values between 2007 and 2012. Later, the rapid expansion of the ethanol industry attracted both farmers and outside investors seeking productive corn-growing land, creating additional upward pressure on land prices.
One of the study's most notable findings is that farmland values continued to rise even after corn prices began declining in 2014. Researchers argue this indicates the ethanol boom fundamentally changed investor expectations about the long-term demand and productivity of corn-suitable farmland.
The study concludes that ethanol policy did not simply inflate land values through higher crop prices. Instead, it permanently altered perceptions of future returns from agricultural land, encouraging sustained investment in prime Corn Belt acreage.
Between 2004 and 2017, the number of ethanol plants operating in the United States surged from 74 facilities to 200, representing a 178% increase.
The study found that Iowa, Nebraska and Illinois accounted for roughly half of total U.S. ethanol production during that period, making them the primary beneficiaries of the industry's rapid growth.
Researchers also determined that the strongest farmland appreciation occurred in areas with the highest soil productivity. In the most productive counties, land values increased by as much as $2,100 per acre, substantially outperforming less productive regions.
While the Renewable Fuel Standard was designed to support renewable energy development and reduce dependence on fossil fuels, the study highlights broader economic consequences that may extend far beyond those objectives.
Researchers warn that higher farmland values likely created additional barriers for beginning farmers and operators seeking to expand their businesses. As land prices increased, ownership became more difficult for new entrants, potentially contributing to greater wealth concentration among established landowners.
The authors argue that large-scale energy policies can reshape agricultural land markets in ways policymakers may not initially anticipate. By increasing the value of farmland and encouraging outside investment, the ethanol boom may have influenced rural wealth accumulation, land accessibility and local economic development patterns throughout the Midwest.
