Ohio Launches Data Center Fight as Energy Costs Alarm Rural Communities

Ohio lawmakers announced Monday the creation of a bipartisan committee to investigate the rapid expansion of data centers across the state, amid growing concerns about electricity demand, water consumption, farmland pressure, and rising costs for rural communities. The committee, led by Republican state Rep. Adam Holmes and state Sen. Brian Chavez, will begin holding hearings on May 27 and May 28, inviting testimony from residents, industry leaders, and major technology companies including Google and Meta.

The initiative matters because Ohio has become one of America's largest data center hubs, ranking fifth nationally with nearly 200 facilities. As artificial intelligence, cloud computing, and digital infrastructure demand continue to surge, lawmakers are now facing mounting pressure to balance economic development with concerns over energy reliability, environmental sustainability, and long-term impacts on agriculture and local communities.

Rural Ohio Faces Questions Over Power and Water Demand

State officials say the committee's mission is to provide local governments and citizens with reliable information about the economic, environmental, and security consequences tied to large-scale data center development.

Holmes warned that many residents are increasingly concerned about reports of excessive electricity use, groundwater consumption, wildlife disruption, and land-use changes linked to hyperscale facilities.

According to the Office of Ohio Consumers' Counsel, a single large data center can consume as much electricity as 100,000 homes, raising fears that rapid development could increase utility bills for households, agribusinesses, grain processors, and rural manufacturers.

For farmers already struggling with elevated input costs and volatile commodity markets, higher electricity rates could create additional pressure on irrigation systems, grain storage facilities, livestock operations, and precision agriculture technologies.

Ohio Emerges as a Strategic Digital Infrastructure Hub

Most of Ohio's data centers are concentrated in central parts of the state, while Cincinnati and Cleveland continue expanding their digital infrastructure footprints. Lawmakers say the sector has become a critical economic driver tied to artificial intelligence, cloud services, and national security.

"Energy and information are not only the economic drivers for the 21st century; they are also a national security imperative," Holmes said during the committee announcement.

Tech giants including Google and Meta are expected to testify before lawmakers in the coming weeks. According to Holmes, both companies are eager to address public concerns and explain how they plan to manage environmental and infrastructure impacts.

The debate comes as U.S. electricity demand from data centers continues climbing rapidly. Industry estimates show data centers consumed roughly 4% of total U.S. electricity in 2023, a figure projected to rise to nearly 9% by 2030.

Energy Prices Become Central Political Issue

Ohio lawmakers are closely watching developments in Virginia, the nation's largest data center market, where electricity prices reportedly increased sharply in recent years due in part to soaring energy demand tied to digital infrastructure expansion.

The issue has become politically sensitive across rural communities where residents worry about grid reliability, land acquisition, and potential impacts on local water supplies.

A grassroots campaign in Ohio is now collecting signatures for a proposed constitutional amendment that would effectively ban the construction of data centers exceeding 25 megawatts of peak monthly load. Organizers must collect more than 413,000 valid signatures across at least half of Ohio's counties before July 1 to place the measure on the November ballot.

The proposal highlights the growing national debate over how states should regulate large-scale technology infrastructure projects.

At least 11 U.S. states, including Georgia, New York, Virginia, Wisconsin, and Michigan, have introduced legislation aimed at temporarily restricting or slowing data center expansion while policymakers study the long-term impacts.

Ohio lawmakers argue their new committee may move faster than pending legislation that would create a formal statewide commission to study the issue.

Senate President Rob McColley said lawmakers want a structure capable of conducting deeper investigations into complex issues involving energy infrastructure, environmental regulations, economic development, and local government authority.

Agriculture groups and rural economic leaders are expected to closely monitor the hearings as concerns grow that expanding digital infrastructure could compete with farming operations for electricity, water resources, labor, and land availability.
