This week in federal agriculture policy, Congress is poised to take decisive action on a bipartisan dairy measure that would restore whole milk to school lunch programs while simultaneously advancing key nominations in agricultural trade leadership. Lawmakers are racing to conclude their 2025 agenda, with implications for dairy markets, nutrition policy, and U.S. agricultural trade strategy.

At the center of the agenda is the Whole Milk for Healthy Kids Act, a bill that would overturn a longstanding prohibition on full-fat and 2% milk in the USDA school lunch program. Passed unanimously by the Senate in November, the legislation is expected to clear the House of Representatives this week, signaling rare bipartisan cooperation on nutrition and dairy industry issues.

Whole Milk Policy Reversal Targets Dairy Sector & School Nutrition

The Whole Milk for Healthy Kids Act would allow schools to serve flavored and unflavored whole milk and reduced-fat (2%) milk under the National School Lunch Program, reversing current USDA restrictions that cap flavored milk at fat-free and traditional milk at 1% fat. The ban, rooted in outdated dietary guidelines from 2010, has drawn widespread critique from dairy producers and some nutrition researchers.

Agriculture Committee Chairman Glenn "GT" Thompson (R-Pa.) has championed the change, asserting that the science underpinning the old ban no longer reflects modern understanding of children's nutritional needs. The measure also carries strong support from the Make America Healthy Again (MAHA) Commission, which has publicly backed the restoration of whole milk in school meals.

For the U.S. dairy sector, which continues to absorb pressure from fluctuating commodity prices and shifting consumer demand, the legislation is seen as a potential boost to milk sales and farm incomes. Industry leaders have argued that allowing whole milk could strengthen domestic dairy demand while aligning school nutrition standards with current dietary science.

Despite broad support, the bill faced opposition in the Senate earlier this session. Sen. Angela Alsobrooks (D-Md.) temporarily placed a hold due to concerns about how the policy might affect students with lactose intolerance seeking alternative milk options. Negotiations with Senators Roger Marshall (R-Kan.) and Peter Welch (D-Vt.) helped address those concerns, clearing the path for unanimous consent passage.

Senate Set to Confirm Key Trump Agricultural Trade Official

In parallel with legislative action on dairy policy, the Senate is scheduled to vote on the confirmation of Julie Callahan as Chief Agricultural Negotiator at the Office of the U.S. Trade Representative. Callahan, currently assistant USTR for agricultural affairs and commodity policy, would oversee critical trade negotiations affecting U.S. commodity exports, supply chain access, and market rules with international partners.

The confirmation vote follows her advancement out of the Senate Finance Committee in mid-November. Callahan's extensive experience within both the Food and Drug Administration and the U.S. Department of Agriculture positions her to drive forward trade priorities amid ongoing negotiations and tariff challenges. Additional confirmations this week include nominees for USDA Inspector General and USDA Undersecretary for Food Safety, underscoring Congress's broader effort to fill key leadership roles within agricultural governance.
