USDA Warns of Floods, Heat Stress and Crop Risks Across Key U.S. Regions

Extreme flooding in Texas and rising heat concerns across the Plains and Corn Belt are reshaping the agricultural outlook.

The USDA warned on July 16 that severe flooding in Texas, persistent heat across the northern Plains, and uneven rainfall patterns are creating new risks for U.S. agriculture. The agency's latest Agricultural Weather Highlights report indicates that extreme weather conditions could affect crop yields, fieldwork operations, and commodity markets during a critical stage of the growing season. The developments are particularly important as corn, soybean, and small grain crops enter sensitive reproductive phases and producers continue to face elevated input costs and uncertain weather conditions.

The most alarming situation remains in south-central Texas, where dangerous flooding continues along the Guadalupe River basin after overnight rainfall totals reached between 4 and 12 inches in some locations. According to USDA meteorologists, river levels near Comfort, Texas, surpassed their 2025 flood records and reached the highest marks seen since 1978. Although rainfall is expected to ease by Friday, lingering river flooding could continue for several days as water moves toward the Gulf Coast. Beyond the immediate threat to infrastructure and rural communities, the flooding may delay field activities, damage livestock operations, and complicate supply chain logistics in affected regions.

Meanwhile, the weather pattern across the Plains remains highly unusual. Northern Plains states are expected to experience temperatures between 90°F and 100°F, increasing stress on heading small grains at a crucial development stage. In contrast, much of the southern Plains will remain relatively cooler, with temperatures near or below 90°F and scattered showers expanding into northern Texas. High temperatures and limited soil moisture remain major concerns, particularly in South Dakota, where more than half of topsoil conditions were rated very short to short in moisture availability earlier this month. Such conditions could pressure yields and potentially influence commodity prices if dryness persists.

In the Corn Belt, conditions are comparatively more favorable, although risks remain. USDA noted that very warm but generally sub-95°F temperatures should help limit stress on reproductive corn and soybeans, particularly in the central Midwest. The most significant moisture shortages are currently confined to western production regions. Nevertheless, market participants continue to monitor weather developments closely, as pollination and pod-setting periods remain highly sensitive to prolonged heat and drought conditions. The USDA also highlighted an active monsoon pattern in the Southwest, expected to deliver between one and three inches of rain across the Four Corners region and parts of the northern Rockies over the next five days.

Looking ahead, the National Weather Service's six-to-ten-day outlook points to near- or above-normal temperatures across most of the United States, while wetter-than-normal conditions are expected in the Southwest and along portions of the Atlantic Coast. Cooler conditions are projected for the Great Lakes and Northeast. For agricultural producers, the evolving weather picture reinforces the growing importance of risk management strategies, including crop insurance decisions, irrigation planning, and precision agriculture technologies aimed at mitigating climate volatility. The coming weeks could prove decisive for yield prospects and market sentiment as producers navigate another season marked by increasingly extreme weather events.
